Contract Negotiations Update

Stillwater Area Public Schools continues work toward settling contracts with all employee groups for the 2025–2027 cycle. The district remains committed to a collaborative, transparent bargaining process that supports staff while maintaining long-term financial stability for our schools and community.

Below is a summary of progress to date for all employee groups, including a detailed timeline of meetings with the largest employee group - St. Croix Education Association (SCEA) - made up of teachers.

Negotiations Timeline with the St. Croix Education Association (SCEA)

06/21/2025 – The District received SCEA’s Letter of Intent to Bargain the 2025–2027 collective bargaining agreement.
08/28/2025 – Meeting 1 – The District provided a welcome message and suggested shared meeting norms.
09/04/2025 – Meeting 2 – Additional discussion of meeting norms. The District opened with five proposals, including a financial proposal.
09/15/2025 – Meeting 3 – SCEA responded to the District’s initial proposals with clarifying questions, introduced two proposals of its own, and countered the District’s financial offer.
09/29/2025 – Meeting 4 – SCEA countered several of the District’s proposals. The District shared cost projections for SCEA’s financial proposal and provided a counteroffer.
10/13/2025 – Meeting 5 – Discussion focused on the implementation of Minnesota Paid Leave (MPL).
10/23/2025 – Meeting 6 – Continued discussion of Minnesota Paid Leave. SCEA presented a proposal related to MPL and associated benefits.
11/10/2025 – Meeting 7 – The District provided a response to SCEA’s MPL proposal and offered a proposal related to artificial intelligence.
11/19/2025 – Meeting 8 – SCEA responded to the District’s most recent counterproposal.

Negotiations with SCEA remain active and ongoing.
