The following is an unofficial summary of the meeting.
The school board recognized Andersen Elementary teacher Brigid Sandager, who was named 2021 Outstanding Teacher by Minnesota Agriculture in the Classroom. Sandager's fifth graders explore science and agriculture through journaling, collaboration and technology. She was able to continue hands-on lessons even through distance learning as students created their own mini greenhouses and grew their own food!
Report for Information: Intermediate 916 Joint Powers Agreement Proposed to Member Districts
School board members reviewed an updated joint powers agreement (JPA) with Northeast Metro Intermediate District 916. 916 is an intermediate school district that provides a variety of specialized services, such as Special Education and career and technical education, to its 14 member districts. The proposed JPA recommends an equity vesting schedule be adopted, which would decrease the obligation of a school district who chooses to leave the collaborative with each year of continued membership. In addition, it will assist to streamline a process that makes each party able to dissolve the relationship in the best interest of their needs. The board is expected to take action on the JPA at a future meeting.

School board members reviewed recent contracts for goods and services equaling less than $50,000.
Report for Information: First Policy Reading
School board members reviewed several policies as part of a first reading. These included: Policy 701- Establishment and Adoption of School District Budget ; 701.1- Modification of School District Budget; 702–Accounting; 703–Annual Audit. The policies will come back for second readings at a future meeting.
Report for Information: Student Achievement Update
School board members were provided an update on how the COVID-19 pandemic has impacted state assessment and accountability systems, as well as an overview of how our students are learning and growing. The report included a comparison of the student performance data available for the 2019-2020 and 2020-2021 school year. State and national reports indicate significant learning loss is expected due to the pandemic. Overall, Stillwater Area Public School student outcomes are much better than expected through the pandemic. A series of future school board reports will include program updates which support student achievement.
Action Item: In-Person Board Meeting Update
School board members voted 6-1 to return to in-person school board meetings beginning on May 13. Board members and district administrators will meet in-person at Oak Park, but the public will continue to access the meetings virtually at this time. Board meetings will continue to be web streamed live on YouTube and open forum speakers will be able to sign up in advance to speak to the board remotely.
Action Item: 2019-2021 Custodial Employees Master Contract
School board members voted 7-0 to approve the Master Contract with the International Union of Operating Engineers, which represents the district’s custodial employees. The new contract covers the period of July 1, 2019 through June 30, 2021. Under the terms of the contract, the salary schedule was increased by 0% in year one and 4.2% in year two.

School board members voted 7-0 to approve the Master Contract with Principals. The new contract covers the period of July 1, 2019 through June 30, 2021. Under the terms of the contract, the salary schedule was increased by 0% in year one and 4.2% in year two.
Action Item: Brookview Elementary Expansion
The school board voted 5-2 to approve a resolution providing for the issuance and sale of certificates of participation to fund an expansion of Brookview Elementary School. The 8-classroom addition will provide space to address overcrowding and allow for additional growth. Design work for the project will begin immediately, with construction to start this summer. The new addition will be ready for students sometime mid-year 2021-2022 or for the start of the 2022-2023 school year.
