The following is an informal summary of the meeting.
Report for Information: Flex/e-Learning Day Update
School board members received information about a state law that allows the district to provide students with up to 5 e-learning days each year due to inclement weather. These days are recorded as instructional days and included in hours of instruction calculations. The district would use these days to provide for an uninterrupted alternate learning experience, avoid mid-year calendar reconfigurations and provide meaningful learning for all students on inclement weather days. In Stillwater, Flex Days would be activated after the second inclement weather day in a given school year. It is anticipated that an e-learning/Flex Day plan will be brought to the school board for action in September.
Report for Information: Post-Secondary and Concurrent Enrollment Options
The school board learned about the many options available for high school students to earn post-secondary credit, including Post Secondary Enrollment Options, Concurrent Enrollment and NE Metro 916 Career and Technical options. The report included information about how students enroll, enrollment numbers, differences between the programs, credit opportunities, and costs.
Report for Information: First Readings of Policies
The school board’s policy working group provided first drafts of several policies for the full board’s review. These included: Policy 412-Expense Reimbursement; Policy 427-Workload Limits for Special Education Teachers; Policy 502-Search of Student Lockers, Desks, Personal Possessions, and Students Person; and Policy 722-Public Data Requests.
Action Item: Negotiation Board Representatives
School board members approved the appointment of Shelley Pearson and Tina Riehle to serve as the school board’s representatives for employee contract negotiations.
Action Item: District Memberships 2019-2020
Board members approved membership in the following associations for the 2019-2020 school year: Minnesota School Boards Association (MSBA) for $14,037; Association of Metropolitan School Districts (AMSD) for $11,364; and Schools for Equity in Education (SEE) for $9,022.87.
Action Item: Second Extension of Stephan Stagecoach, LLC Property Lease
School board members approved a second extension agreement with Stephan Stagecoach, LLC., which will allow the district to continue to lease the current bus terminal through September. The current extension agreement is set to expire on August 31, 2019. With the delay of the bus facility improvements, a second extension agreement extends through September 30, 2019. All terms and conditions of the existing extension remain unchanged.
